Our Team

Mr. Hicks serves as Senior Vice President of M&J Engineering. Mr. Hicks has more than forty years of experience in program and project management; facilities, aviation, and environmental engineering; and engineering management. He has managed multi-billion USD international design and construction programs and nationwide ID/IQ contracts, served as principal-in-charge on major aviation related planning, design and construction programs, developed the DoD facilities market within CH2M HILL, and directed the growth of the aviation market within CH2M HILL. Before joining CH2M HILL, he was a senior civil engineering officer in the U.S. Air Force. His broad experience in the Air Force included assignments such as commanding an engineering unit, directing infrastructure engineering support for international humanitarian relief operations, teaching graduate-level environmental engineering courses, and managing major construction projects.
Most recently, Mr. Hicks was Director of Program Management for CH2M HILL’s Transportation Business Group, and Director of Key Pursuits within CH2M’s Federal Group. In this capacity Mr. Hicks developed and oversaw the execution of short and long-range strategies for growth and successful delivery of major programs for the Transportation Business Group and the Federal Group. In addition to leading the pursuits for major programs, Mr. Hicks establishes performance goals, and oversees the startup and delivery of major programs to achieve those performance goals.
From 2007 through 2010, Mr. Hicks served as the Assistant Program Manager for Technical Delivery on the $10 billion US Forces Korea Base Relocation Program in Korea. In this capacity, Mr. Hicks was responsible for developing the Master Plan, the program design and construction strategy, and the master program schedule and cost baseline; and for leading the project management, design management, and construction management for the largest design and construction program in the Department of Defense worldwide. He led the delivery of this program in a complex stakeholder environment with multiple owners and stakeholders from the Korean and US governments, with divergent goals and objectives. Mr. Hicks led this program through the startup, planning, and execution phases.
