Our Team

Mr. McLoughlin serves as a Senior Vice President and Office Manager for M&J Engineering. He has over thirty-five years of technical, management, and administrative experience. His experience encompasses planning, design, and construction of civil, highway, bridge, airport, and transit projects in the New York City metropolitan area. In prior work with major consulting engineering firms in NYC, he has held roles as an Owner, Board Member, Principal, Office Manager, Project Director, and Project Manager. These positions were held for projects involving the reconstruction and rehabilitation of major transportation facilities (Highways, Bridges, Mass Transit and Airports) in NYC and Westchester, Nassau and Suffolk Counties.

As an Engineering Manager, he has supervised the following technical divisions: Highway / Civil Design; Bridge / Structural Design; Bridge Inspection; Protective Coatings / Bridge Painting; Transportation Planning; Intelligent Transportation Systems; Environmental Planning; Mass Transit; Construction Inspection; Construction Management; and Program Management. His most notable projects include: Interborough Parkway (Highway and Bridge Design); Hutchinson River Parkway (Development of Design Alternatives and Environmental Analysis / EIS); Jericho Turnpike (Preliminary and Final Design, including an award winning roll-in railroad bridge structure); Route 9A (Special Tasks for Preliminary Design / EIS for the entire Route 9A corridor from Battery Place to 59th Street, Final Design of Segment 5 from 14th Street to 25th Street, and Construction Inspection of Segment 2 that included the World Trade Center / Battery Park City area); Cross Bronx Expressway (Preliminary Design for the rehabilitation of the Alexander Hamilton Bridge and 16 ramp structures encompassing the Highbridge Interchange); Route 347 (Development of Design Alternatives and Environmental Analysis / EIS); and JFK Taxiways "I & O" (Final Design for the relocation of the "inner & outer" taxiways at JFK Airport, the most heavily used taxiways within the PANY&NJ airport system).

He is a registered engineer (P.E.) in three states - New York, New Jersey, and Massachusetts.
