Our Team

Mr. Silva was recently hired as a Vice President and Director of Construction Services by M&J Engineering P.C. He has 32 years of professional experience with the New York State Department of Transportation. He served over 2 1/2 years as Regional Construction Manager for NYSDOT. He managed the Department’s Local Let group and the Department’s Railroad related program, 76 active construction contracts, approximate cost $3 billion, providing supervision and oversight of the locally sponsored federally funded construction program on both NYC (Region 11) and Long Island (Region 10). He also managed approximately $640 million of State Let capital projects in the NYC area involving 10 construction contracts. He supervised Area Construction Supervisors, Engineers-In-Charge, inspection staff, indirect management of consultant managers, and he also managed the Region 11 CPM Scheduling group.

Prior to that he served for 14 years as Area Construction Supervisor for NYSDOT on multiple projects in the NYC region including the Alexander Hamilton Bridge and Highbridge Interchange Ramps Rehabilitation Project, the largest ever completed single-contract construction project in the history of the NYSDOT, $418 million. The project was completed on time and on budget and was presented with the AGC/NYS Excellence in Partnering Award on Dec. 2013, and was also featured (cover illustration) on the Engineering News Record (ENR) Feb. 4, 2013, on Roads and Bridges (Top Ten Bridges) Nov. 2013, and was the recipient of many Achievement Awards. He also supervised 5 high profile projects, $400 million, reconstructing the West Side Highway (Route 9A) including the construction of the initial NYSDOT mitigation efforts on the West Side Highway following the attack to the World Trade Center, a new temporary detour road bypassing the WTC Site was built in 7 weeks and a temporary pedestrian bridge was built at Rector Street to provide safe crossing of pedestrians across the highway, both highly praised by the Governor, the Mayor and the Media.

His previous 15 years working for NYSDOT were in Region 8, primarily in Westchester, Rockland and Orange Counties. He served 8½ years as Engineer-In-Charge on eight construction contracts, he served 3½ years as Chief Inspector on two construction contracts, and 3 years as inspector on six construction contracts. Prior to that he served for 5 months as a Junior Design Engineer for NYC Bureau of Water Supplies, Department of Environmental Protection.
